The primer should direct a two step process for getting the most accurate result, at the least cost.
The process: run the full list using the 1 credit option first. After that extract the remaining “unverifiable”, and run them thru the 2-unit process, in the hope of recovering some of them, to be added to the 1 unit results.
The value being: running the full list through the 2 unit process is very expensive, when the majority of errors will be found with the 1 unit process. The costlier service should be limited to only those the failed the 1 unit process.
